A Study on the Method of Organizing Health Education and Social Welfare Program in Korea


Abstract
A study was made for the purpose of grasping the various factors in relation with health education in Korea, and the following conclusions and recommendations were made for an effective health education.
1. There is no independent department for health education in the Ministry of Health and Social Affairs. Health education department should be established and the posts must be filled with trained health education specialists in future.
2. In spite of the great importance of health education in the field, too small amount of budget has been appropriated. Health education budget should be increased as much as possible.
3. Health education programs are carried out by several different departments separately in the Ministry of Health and Social Affairs. These programs should be centralized under the new department, and the programs must be well planned and integrated by the department.
4. For the effective health education, the characteristics of social and cultural patterns of Korean society should be fully considered in the practice of health education. Principles of community organization should be adopted, so that the various existing organizations in the community could be utilized for the establishment of network for health education.
5. The idea of constructing the society of welfare should be a common goal for all existing agencies to be achieved, so that the agencies should word cooperatively. In this case the health education will take a part in new life movement.
6. For the community organization which is considered the most effective and continuous ways of community education, two methods could be available. One method, descending method, is initiated by the health education department and disseminated to the community through the channel of government agencies, and the other, ascending method, is initiated and organized by the autonomous enthusiasm of the local agencies such as health center or individual persons who are interested in, and spread through out the community. Both methods should be utilized effectively for the health education process.
